Explains precautions being taken to guard the Canal and shows possible German objectives in nearby countries. Reel 1 shows U.S. defenses of Panama: the Army garrison, the naval station, and the 74th Attack Squadron. Includes views of defenses on Puerto Rico, and the Virgin Islands (Marine Corps Air Base). Shows Puerto Rican governor Adm. William D. Leahy and scenes of Nassau, Trinidad, and Dutch Guiana. Reel 2 shows Martinique and French Guiana--French possessions which Germany might attack. Contains many scenes of prisoners' life on Devil's Island. Shows the Havana Conference of American Republics, where the policies of the Monroe Doctrine were reaffirmed.
